OK lets jump to the first Quantum GIS tutorial. QGIS uses the term "Project" to describe a workspace. A project can contains many layers and data. Every time QGIS is started, it open a blank project. Alternatively, you can open previously saved project and continue your work.
To create a new project, go to File | New. To open previous project, use the Open menu and to save the project, use the File | Save button.
The Quantum GIS project can be saved in .QGS or .qgs only. I don't think that there is another software that supports this project.
After a project is created, you can start using Quantum GIS.
